Language development begins the first time that you and your baby look each other in the eyes and you say and you hold her . When she coos and you responds this is refer to as "the dance". The brocas are of the brain is responsible for language development . Although your baby is not speaking she is storing up all the vocabulary that she hears and when it is time to speak she will have them to use.
When your baby needs a diaper change you should speak with her during the process. When you give her a bath talk about her body parts as you wash them.You are giving her receptive language,the ability to name everyday items or items that young children should be able to identify.
